The millennium-old friendly exchanges between the two sides are a vivid history\u2002of\u2002exchanges and mutual learning\u2002among civilizations. Such friendly bonds are best captured by\u2002the\u2002Chinese saying:\u2002\u201ctrue friendship weathers the changing seasons without fading\u2002away\u2002and is made even stronger by\u2002hardships.\u201d<\/p>\n\n\n\n<p>The neighborhood\u2002is where\u2002China\u2002survives and thrives\u2002and the foundation of its development and prosperity. As a member of the Asian family and a responsible major country, China attaches great importance to neighborhood diplomacy, always prioritizes the neighborhood on its diplomatic agenda, and remains\u2002committed to promoting regional peace, stability, development and prosperity.<\/p>\n\n\n\n<p><em>Outlook on\u2002China\u2019s Foreign\u2002Policy on Its Neighborhood\u2002in the New Era<\/em>,\u2002based on the assessment and overview\u2002of the current situation\u2002and future trends\u2002in Asia, comprehensively outlines the\u2002achievements, policies, visions\u2002and objectives of China\u2019s neighborhood diplomacy, and declares China\u2019s commitment\u2002to the path of peaceful development, to promoting development of the neighborhood through its own development, to working\u2002with regional countries to\u2002advance\u2002modernization,\u2002to jointly building a community with a shared future among neighboring countries and to realizing the vision\u2002of a\u2002peaceful, secure, prosperous, beautiful, amicable and harmonious Asia\u2002in the new era.<\/p>\n\n\n\n<p><strong>I. Asia Faces\u2002New Opportunities and Challenges<\/strong><\/p>\n\n\n\n<p>In the\u2002Report to the 20th National Congress of the Communist Party of China (CPC), Xi Jinping, General Secretary of the CPC Central Committee and Chinese President,\u2002pointed\u2002out that changes of our world, our times, and of historical significance\u2002are unfolding\u2002in ways like never before. The world has once again reached a crossroads in history. Asia,\u2002amidst the changes unseen in a century, stands\u2002at a new starting point towards development and revitalization\u2002and\u2002faces\u2002unprecedented opportunities and challenges.<\/p>\n\n\n\n<p>Asia,\u2002with its\u2002vast land and abundant\u2002resources,\u2002is home to a large population with diverse cultures\u2002and\u2002development. It\u2002has remained generally stable in the past few decades.\u2002Regional countries have\u2002enjoyed growing political mutual trust and ever deepening cooperation and exchanges. As a result,\u2002Asia has doubled\u2002its\u2002share of the world economy, made the leap from a region of low income to one of middle income, and formed a momentum of cooperation, development and rapid rise\u2002in a short span of 40 years. In recent years, Asia, as an important engine driving global\u2002economic recovery and growth, has contributed more than 50\u2002percent\u2002to global\u2002growth. Asia is the most dynamic region with the biggest development potential in the world and will remain\u2002a promising land for\u2002global development and prosperity.<\/p>\n\n\n\n<p>Meanwhile, global governance\u2002is in dysfunction;\u2002Cold War mentality is resurfacing;\u2002unilateralism,\u2002protectionism and hegemonism run\u2002rampant;\u2002multiple risks in such fields as energy, food, finance,\u2002industrial\u2002and supply chains and\u2002climate change are having greater impact on Asia. Asia also faces challenges such as uneven economic growth, and pronounced security and governance issues. Some countries have intensified\u2002efforts to build regional military alliances;\u2002the Korean Peninsula issue remains complicated and intractable;\u2002Afghanistan\u2002faces numerous challenges in its\u2002reconstruction;\u2002terrorism, natural disasters and other non-traditional security threats persist.<\/p>\n\n\n\n<p>There are two opposite\u2002propositions and\u2002trends\u2002concerning the future of Asia. One advocates open regionalism, true multilateralism,\u2002a development-first approach, mutually beneficial cooperation, openness and inclusiveness, integrated development, and pursuit of common development in harmony. The other represents\u2002a relapse into the Cold War mentality\u2002and exclusive clubs, and attempts to draw lines based on\u2002values,\u2002politicize economic issues, divide the region into different security\u2002blocs, and stoke\u2002division and confrontation.<\/p>\n\n\n\n<p>Good principles keep abreast of the times. The right choice for Asia should be openness, solidarity, cooperation, justice and harmony rather than isolation, division, confrontation, hegemony and zero-sum\u2002approach. This not only hinges on\u2002the future prospects of countries in the region, but\u2002will also have a fundamental\u2002and far-reaching bearing on\u2002the future\u2002of Asia and the world. Building a community with a shared future\u2002for mankind\u2002is the sure path\u2002to a prosperous and better Asia and the world.<\/p>\n\n\n\n<p><strong>II. Significant Progress Made in<\/strong><\/p>\n\n\n\n<p><strong>China\u2019s Relations with Its Neighbors<\/strong><\/p>\n\n\n\n<p>Over the past half century and more, Asia, once plagued by\u2002poverty, weakness, turbulence and wars,\u2002has progressed successfully toward\u2002peace, stability, development, and prosperity. This is mainly accredited to the commitment of regional countries to independence,\u2002unity for strength,\u2002mutual respect, inclusiveness,\u2002mutual learning,\u2002mutual benefit and win-win cooperation. In this\u2002process, China and fellow\u2002Asian countries have jointly advocated the Five Principles of Peaceful Coexistence, carried forward the Bandung Spirit of solidarity, friendship and cooperation, and kept advancing\u2002good-neighborliness\u2002and mutually beneficial cooperation. Since the 18th\u2002National Congress of the CPC\u2002in 2012, China\u2019s relations with neighboring countries have been upgraded at a faster pace and produced fruitful results.<\/p>\n\n\n\n<p>Political mutual trust has been growing. As of the date of this document\u2019s release, China has established diverse and substantive partnerships, cooperative relations\u2002and strategic relations of mutual benefit with 28 neighboring countries\u2460and ASEAN. China has reached common understandings with Pakistan, Laos, Cambodia, Myanmar, Indonesia, Kazakhstan, Tajikistan, Uzbekistan, Thailand,\u2002Mongolia,\u2002Turkmenistan, Malaysia and Kyrgyzstan on building a community with a shared future, and has agreed with the five Mekong countries\u2461\u2002to build a community with a shared future among Lancang-Mekong countries, and announced with the five Central Asian\u2002countries\u2462\u2002the decision to build\u2002a China-Central Asia\u2002community with a shared future. China has resolved historical boundary issues with 12 neighbors\u2002on land\u2463\u2002through negotiations\u2002and signed the treaties\u2002of good-neighborliness and friendly cooperation with nine\u2002neighboring countries\u2464. China has signed and ratified the&nbsp;<em>Protocol to the Treaty on a\u2002Nuclear-Weapon-Free Zone\u2002in Central Asia<\/em>, respects Mongolia\u2019s nuclear-weapon-free status, became the first to join\u2002the&nbsp;<em>Treaty of Amity and Cooperation in Southeast Asia<\/em>\u2002and is fully prepared\u2002to sign the&nbsp;<em>Protocol to the Southeast\u2002Asia\u2002Nuclear-Weapon-Free Zone\u2002Treaty<\/em>\u2002at any time.<\/p>\n\n\n\n<p>Mutual benefits keep deepening. China is the largest trading partner of 18 neighboring countries\u2465. In 2022, China\u2019s trade in goods with\u2002neighboring countries exceeded\u2002USD 2.17 trillion, up by\u200278\u2002percent from\u20022012. The two-way investment between China and ASEAN has exceeded\u2002USD 380 billion\u2002in cumulative terms. China took the lead in ratifying the Regional Comprehensive Economic Partnership (RCEP) and worked for its entry into force and implementation, enabling and enhancing regional economic integration.<\/p>\n\n\n\n<p>The Belt and Road Initiative\u2002(BRI)\u2002has delivered benefits to the neighborhood. China upholds the principle of planning together,\u2002building together and benefiting together, stays committed to the philosophy\u2002of open, green and clean\u2002cooperation, strives to achieve high-standard, sustainable and people-centered cooperation. China has\u2002signed Belt and Road cooperation documents with 24 neighboring countries\u2466, and worked to synergize the BRI with cooperation plans of\u2002ASEAN and the Eurasian Economic Union.\u2002China has initiated the establishment of the Asian Infrastructure Investment Bank and the Silk Road Fund to provide financial support for infrastructure projects. Thanks to the joint efforts of all parties, a general connectivity framework consisting of six corridors, six connectivity routes and multiple countries and ports has been put in place.\u2002The fruitful Belt and Road cooperation has spurred economic growth\u2002and improved people\u2019s lives in relevant countries\u2002and has injected strong impetus into economic recovery in the region.<\/p>\n\n\n\n<p>Regional cooperation has grown in depth and substance. The Shanghai Cooperation Organization\u2002(SCO),\u2002co-founded by China and neighboring countries, has become a comprehensive regional organization with the largest geographical\u2002coverage and population.\u2002The China-Central Asia mechanism established by China and the five Central Asian countries has emerged as an important platform for\u2002in-depth cooperation between the six countries. Lancang-Mekong Cooperation is a success story of mutually beneficial cooperation in the sub-region, and the Lancang-Mekong Cooperation Economic Development Belt is taking shape. In a spirit of\u2002openness\u2002and inclusiveness, China\u2002actively participates\u2002in multilateral cooperation, including the ASEAN-centered East Asia cooperation mechanism, China-Japan-ROK cooperation, and\u2002Asia-Pacific Economic Cooperation\u2002(APEC), contributing to the region\u2019s\u2002integrated development and people\u2019s well-being.<\/p>\n\n\n\n<p>Hotspot issues have been effectively managed and\u2002controlled. China has contributed solutions to political settlement of regional hotspot issues, and proposed and put into action\u2002the\u2002Chinese approach to addressing hotspot issues. On the Korean Peninsula issue, for the sake of\u2002peace, stability, and lasting security on the Peninsula, China has put forward the innovative \u201csuspension-for-suspension\u201d proposal and the dual-track approach,\u2002stayed committed to\u2002political settlement\u2002and actively facilitated\u2002peace talks. On Afghanistan, China has\u2002established\u2002a mechanism for coordination and cooperation among Afghanistan\u2019s neighbors, relaunched\u2002the\u2002China-Afghanistan-Pakistan\u2002Foreign Ministers\u2019\u2002Dialogue, and issued the Tunxi Initiative on helping\u2002Afghanistan with\u2002reconstruction and development, building synergy among various parties. On Myanmar, China has\u2002encouraged the parties to bridge differences, restore\u2002social stability\u2002in the country, and launch political dialogue\u2002as quickly as possible.<\/p>\n\n\n\n<p>Risks and challenges have been addressed effectively. China and neighboring countries have worked together in tackling such\u2002challenges as terrorism, separatism and financial crisis\u2002in the region. Since COVID-19 broke out, China and neighboring countries have come\u2002together to overcome difficulties, which reflects the spirit of a community with a shared future and provided leadership for\u2002global solidarity against the pandemic.<\/p>\n\n\n\n<p>The\u2002remarkable progress\u2002made in Asia\u2002is attributable to the joint efforts of\u2002China and\u2002neighboring countries,\u2002and\u2002need to\u2002be cherished. China\u2019s development would not be possible without a peaceful and stable neighboring\u2002environment. The development of China and that of neighboring countries\u2002complement and reinforce each other. China\u2019s development will bring\u2002major\u2002opportunities and\u2002long-term benefits to countries across Asia, and will make even greater contributions to\u2002peace and development\u2002in the region.<\/p>\n\n\n\n<p><strong>III. Concepts and Propositions of<\/strong><\/p>\n\n\n\n<p><strong>China\u2019s Neighborhood Diplomacy\u2002in the New Era<\/strong><\/p>\n\n\n\n<p>In the Report to the 20th CPC National Congress, General Secretary Xi Jinping underscored\u2002that \u201cChina has always been committed to its foreign policy goals of upholding world peace and promoting common development, and it is dedicated to promoting a community with a shared future\u2002for mankind\u201d. Under the guidance of Xi Jinping Thought on Diplomacy, China will maintain the continuity and stability of its\u2002neighborhood diplomacy, adhere to the policy of developing friendship and partnership with neighbors,\u2002and act on\u2002the principle of amity, sincerity, mutual benefit and inclusiveness.\u2002China\u2002is committed to\u2002good neighborliness, good faith\u2002and amity; believes in sincerity and mutual assistance;\u2002pursues mutual benefit and win-win cooperation; advocates\u2002inclusiveness\u2002and mutual learning, and seeks\u2002common ground while\u2002shelving differences.\u2002China will endeavor to further the\u2002political relations, strengthen the economic bonds, deepen security cooperation and foster even closer cultural ties\u2002with neighboring countries, in a bid to\u2002further advance\u2002the building of a community with a shared future among neighboring countries.<\/p>\n\n\n\n<p>China will foster a new type of international relations, and work with regional countries to\u2002deepen partnerships featuring\u2002equality, openness and cooperation. China firmly\u2002defends its\u2002sovereignty, security and development interests,\u2002respects\u2002the sovereignty and territorial integrity of all countries, respects\u2002the\u2002development path\u2002and social system\u2002chosen independently by\u2002the\u2002people of each\u2002country, and does not interfere in other countries\u2019\u2002internal affairs. China\u2002upholds equality between countries regardless of their size, promotes the unity and cooperation of the Global South, upholds the common interests\u2002of developing countries, and works to raise\u2002the representation and voice\u2002of emerging markets and developing countries\u2002in global affairs. China promotes\u2002coordination and sound interactions among major countries, and pursues major-country relationships\u2002that feature\u2002peaceful coexistence, overall stability and balanced development. China and the United States should, on the basis of mutual respect, peaceful coexistence and win-win cooperation,\u2002engage\u2002in sound\u2002interactions in the Asia-Pacific\u2002and contribute positive energy\u2002to regional stability\u2002and development.<\/p>\n\n\n\n<p>China will\u2002stay committed to the principle of\u2002equality, mutual benefit and win-win cooperation, and work with regional countries to advance modernization. Chinese modernization provides a\u2002new choice for developing countries to explore their modernization\u2002pathways. China will\u2002seek to develop itself while safeguarding\u2002regional\u2002peace and development, keep\u2002creating\u2002new opportunities for neighboring countries with China\u2019s new\u2002development, and follow\u2002a path of open, cooperative and win-win development together with neighboring countries.<\/p>\n\n\n\n<p>China will stay committed to the vision of common, comprehensive, cooperative and sustainable security, and work with regional countries to maintain regional peace and stability. China rejects\u2002the Cold War mentality, unilateralism,\u2002group politics and bloc confrontation. China attaches importance to the legitimate security concerns of all countries, upholds\u2002the principle of indivisible security, seeks to build\u2002a balanced, effective and sustainable security architecture, and follows\u2002a new path to security that features dialogue over confrontation, partnership over alliance,\u2002and win-win over zero-sum together with regional countries.<\/p>\n\n\n\n<p>China will firmly uphold the international system with the United Nations\u2002at its core, the international order underpinned by international law,\u2002and the basic norms governing international relations based on the purposes and principles of the UN Charter. China upholds open regionalism, practices\u2002true multilateralism, and works\u2002with neighboring countries to foster Asian values centered on\u2002peace, cooperation, inclusiveness and integration\u2002and promote\u2002the\u2002unity, development and revitalization of\u2002Asia. China advocates inclusiveness, coexistence, exchanges and mutual learning among different civilizations\u2002that pursue harmony without uniformity and\u2002live together\u2002in diversity, as well as the Asian Way of mutual respect and consensus\u2002building.\u2002China upholds Asia\u2019s tradition of solidarity and mutual assistance. We firmly support\u2002ASEAN centrality in the regional architecture, and constantly work with ASEAN countries\u2002and other neighboring countries to deepen\u2002converging\u2002interests and forge a strong bond among the peoples.<\/p>\n\n\n\n<p>China will\u2002resolutely take forward the endeavor of\u2002national reunification, firmly oppose\u2002\u201cTaiwan independence\u201d separatist activities in any form, and firmly safeguard national sovereignty and territorial integrity. We appreciate\u2002Asian countries\u2019 commitment to the one-China principle. The more unequivocal we are on\u2002upholding the one-China principle\u2002and the more forceful our measures are to forestall separation, the greater possibility there\u2002is to ensure peace and stability across the Taiwan Strait and\u2002uphold\u2002peace and prosperity in the region.<\/p>\n\n\n\n<p>When China engages with the world, it all along values good faith\u2002and good\u2002neighborliness. China was, is,\u2002and will always be a good neighbor, good friend and good partner of regional countries, and will always be a major force\u2002underpinning peace, stability, development and prosperity.<\/p>\n\n\n\n<p><strong>IV. A New Vision for the \u201cAsian Century\u201d in the New Era<\/strong><\/p>\n\n\n\n<p>In today\u2019s Asia, peace and stability reflect the\u2002overwhelming\u2002trend, and development and prosperity\u2002represent the aspiration of the people. China and regional countries share the same continent and the same ocean. Living and thriving here together, we share a common destiny and future. China will work with regional countries in solidarity\u2002to\u2002build a\u2002peaceful, secure, prosperous, beautiful, amicable and harmonious\u2002Asian home.<\/p>\n\n\n\n<p>We need to jointly build a\u2002peaceful and secure home. The concept\u2002of peace, amity and harmony is Asian countries\u2019 remarkable contribution to human civilization. It is important to uphold\u2002peaceful coexistence, defend the\u2002red line of peace and stability, attach importance to\u2002the legitimate security concerns of all countries,\u2002and jointly respond to threats that undermine peace. China hopes\u2002to work with neighboring countries to cultivate long-term good-neighborliness and friendship, expand common ground\u2002while\u2002shelving and resolving differences, address\u2002differences and\u2002disputes\u2002between countries peacefully,\u2002and jointly safeguard enduring\u2002peace in the region. No matter what stage of development it reaches, China will never seek hegemony or expansion. China will continue to work\u2002with ASEAN countries to\u2002fully\u2002and effectively\u2002implement\u2002the Declaration on the Conduct of Parties in the South China Sea (DOC)\u2002and\u2002actively advance consultations\u2002and conclusion of a\u2002Code of Conduct in the South China Sea (COC), and work with parties concerned in the South China Sea\u2002to properly address maritime\u2002disagreements\u2002and differences through dialogue. We need to strengthen\u2002maritime cooperation, deepen mutual trust and security, and promote joint development, in an effort to make the South China Sea a sea of peace, friendship and cooperation.<\/p>\n\n\n\n<p>China\u2002will\u2002work with regional countries to manage regional security affairs with a coordinated approach. We need to\u2002enhance economic and financial security cooperation, deepen macro economic policy coordination,\u2002and bolster regional financial stability. It is important to advance cooperation in such fields as counterterrorism, deradicalization\u2002and fighting cross-border crimes, and enhance security cooperation\u2002on\u2002nuclear facilities, cyberspace, outer space and polar\u2002regions. We need to\u2002enhance the region\u2019s\u2002capacity in\u2002public health security governance, and strengthen cooperation in\u2002biosecurity, prevention and treatment of dangerous communicable\u2002diseases, medical supplies,\u2002and\u2002vaccine and pharmaceutical\u2002technologies.\u2002Cooperation on food and energy security\u2002needs to be enhanced to ensure\u2002the\u2002safety and stability of\u2002production and supply chains.<\/p>\n\n\n\n<p>We need to jointly build a\u2002prosperous and beautiful home. China will continue to firmly pursue the strategy of\u2002openness,\u2002development and mutual benefit, raise\u2002the level of trade and investment facilitation and liberalization, deepen regional economic integration,\u2002and build a more open Asian big market. China will further expand\u2002trade with regional countries, increase imports from neighboring countries,\u2002and improve customs clearance facilitation. China will continue to promote the process of joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership\u2002(CPTPP)\u2002and the Digital Economy Partnership Agreement\u2002(DEPA). China stands ready\u2002to negotiate high-standard free trade agreements with more regional countries, improve the\u2002regional free trade network, and build a common big\u2002market. To promote\u2002high-quality Belt and Road cooperation, China will give priority to\u2002connectivity corridor projects of railways\u2002and highways with neighboring countries, and accelerate the development\u2002of\u2002the New International Land-Sea Trade Corridor. We\u2002need to speed up development of the China-ASEAN Free Trade Agreement\u20023.0, effectively implement\u2002RCEP and work for its expansion and upgrading in\u2002due course. It is important to\u2002maintain the stable and smooth operation of industrial and supply chains to underpin open and inclusive cooperation. We need to\u2002vigorously develop the digital economy, strengthen exchange\u2002and cooperation in artificial intelligence, bio-medicine, modern energy and other fields, and translate\u2002scientific and technological innovation achievements into greater benefits\u2002to\u2002the\u2002people of regional\u2002countries.<\/p>\n\n\n\n<p>China stands ready to work with regional countries to pursue\u2002green development and\u2002green growth model, drive economic growth with innovation, transform and upgrade\u2002economic, energy and industrial structures,\u2002and strike a fine balance\u2002between emission reduction and economic growth, in a bid to build an Asian\u2002home enjoying the concerted\u2002progress of economic growth and environmental progress. It is important to\u2002uphold the principle of common but differentiated responsibilities\u2002and strengthen climate cooperation. In the process of achieving carbon peaking and carbon neutrality, China\u2002stands ready\u2002to promote mutual learning and mutual benefit\u2002with neighboring countries, strengthen\u2002cooperation in green finance and green investment, and support\u2002low-carbon,\u2002sustainable development in the region. Efforts should be made\u2002to build a blue economic partnership and promote\u2002the\u2002sustainable development of the ocean.<\/p>\n\n\n\n<p>We need to jointly build an\u2002amicable and harmonious\u2002home. We\u2002uphold\u2002mutual respect and equality\u2002in promoting\u2002exchanges, dialogue, inclusiveness and mutual learning among civilizations. It is important to\u2002extract nutrients from the millennia-long\u2002Asian\u2002civilization, to help forge the\u2002collective identity of the Asian value, way and tradition, expand people-to-people exchanges and cooperation\u2002in the region, and cement popular support for\u2002good-neighborliness. More measures need to be introduced to facilitate traveling. China will strengthen cooperation in vocational education, higher education and mutual recognition of educational certificates,\u2002provide more government\u2002scholarships and scholarships for various universities and majors for neighboring countries, and facilitate the traveling\u2002of international\u2002students. We will continue to promote exchanges in the fields of culture, arts, youth, tourism, localities, media, think tanks and non-governmental\u2002organizations, and strengthen\u2002cooperation on Asia\u2019s cultural and sports industry.<\/p>\n\n\n\n<p>China stands ready to work with neighboring countries to,\u2002relying\u2002on the four pillars of connectivity, development, security and people-to-people exchanges and focusing\u2002on the six cooperation areas of the political sector, economy and trade, science\u2002and technology, security,\u2002people-to-people exchanges\u2002and global challenges, work for\u2002a community with a shared future among\u2002neighboring countries\u2002that features\u2002shared concepts, plans, benefits, security and responsibilities. We need to jointly\u2002build a demonstration area of high-quality\u2002Belt and Road\u2002cooperation, and deepen \u201cphysical connectivity\u201d of infrastructure and \u201cinstitutional\u2002connectivity\u201d of rules and standards.
